Compare 2 ansistrings, case insensitive, ignoring accents characters.

function AnsiCompareText(const S1: string; const S2: string) : Integer;
Description
AnsiCompareText compares two strings and returns the following result:
- <0
- if S1<S2.
- 0
- if S1=S2.
- >0
- if S1>S2.
the comparison takes into account Ansi characters, i.e. it takes care of strange accented characters. Contrary to AnsiCompareStr , the comparison is case insensitive.
Remark
A widestring manager must be installed in order for this function to work correctly with various character sets. !!!
